How many assignments does a student have to complete in order satisfy the honor challenge?
What about kids who do some but not others--what do they get?

If you use the layered curriculum approach, students can complete some of the honors challenge, but not all and receive appropriate credit. First you have to answer your first question. How much do students need to demonstrate that they have mastered a concept? That applies to all students, not just honors challenge. So, if in the first tier or layer, you might say:
For a C= here are 6 options and you must complete 4, 2 of which are mandatory
For a B = complete the 4 options in the first tier plus complete 2 of the 5 offered here.
For Honors challenge you must complete the 2 mandatory ones in the first tier, plus 3 of the 5 offered here, one of which is starred as mandatory.
For an A= complete 1 of the 2 options. Honors challenge must complete both.
Starting out, you might have less options, but designate some that are required of honors challenge. If students complete a designated challenge they get the grade for the level it appears in.
I love your ideas for activities. It will be important for you to identify the critical thinking skills involved and articulate how the complexity and sophistication of students' mastery is advanced with the honors' challenge activities.
